Does Notre Dame have any voting rights when it comes to football decisions?
It would seem odd to me that the ACC (or any conference) would give Notre Dame (or any non-football member) the same voting rights in a sport which they don't participate in as a conference member. If Notre Dame doesn't not have a right to vote on football decisions, then Notre Dame doesn't (or shouldn't) qualify as a full voting member.
How is my scenario improbable? I randomly picked Penn State and WVU for example purposes only. If you don't like those examples, then pick any 2 and make the assumption that the ACC would have enough votes to offer them full membership. Then do the math to see if 17 members could play 20 conference games in basketball since the ACC is now required to play that many as a condition for launching the ACCN. The reason it would not work is because all 17 members would have to play the other 16 members 1 time and 4 members a second time. The problem you will run into is with the 4 second games. At least 1 member will not be able to come up with 4 opponents without 1 of those opponents (at a minimum) required to play 21 or 22 conference games.
When you see that it doesn't evenly work out for all 17 members, then only conclusion you can draw is that the ACC can either only add 1 new full member to have 16 basketball members or 2 new full members and 1 non-football member to have 18 basketball members. If the ACC only adds 1 full member, then that will result in unbalanced divisions. Now do the math to see if a division of 8 (7 division games) and a division of 7 (6 division games) can play a round robin division schedule and the same number of total conference games. I can tell you the math doesn't work for 8 or 9 conference games.
For the record the MAC was in violation of the NCAA bylaws when it had 13 members. The MAC had 1 division with 7 and 1 division with 6 and played a total of 8 conference games. I believe at least 1 team in the division of 7 didn't play a round robin division schedule. The only reason the MAC was not punished for it was because they are not a power conference. You can bet a power conference would not be able to get away with it. Just like they wouldn't be able to get away with switching to 3 divisions (i.e. what Conference USA did at one time in basketball) or allowing Notre Dame to play in the CCG as a non-football member.
